(a) Declaration of historical value.— The chimney [of the Santa Barbara Sugar Mill] which bears the imprint 'Central Santa Bárbara' and is located in the Municipality of Jayuya, is hereby declared a historical landmark, which deserves to be preserved in order for the future generations of Puerto Ricans to know these silent witnesses of the history of our country.(b) Obligations of the government agencies.— The Institute of Puerto Rican Culture and the Planning Board, by virtue of their obligation, shall include this landmark into their zoning plans.
