(a) The seat of the Sports and Recreation Department, located in the branch to Calle Los Angeles, Santurce, in the municipality of San Juan, is hereby named after Teófilo 'Teo' Cruz-Downs.(b) The Sports and Recreation Department shall take the necessary measures for the adequate implementation of the provisions of this section, without being subject to the provisions of §§ 178 et seq. of this title.
