(a) The turn of State Rd. PR-31, which runs north of Naguabo to the east, which at the end merges into State Rd. PR-3, is hereby named as Carmen Delia Dipiní Piñero Avenue, in well-deserved recognition of this distinguished Naguabo hometowner.(b) The Secretary of Transportation and Public Works shall post a sign to identify said Avenue in the Municipality of Naguabo as described in subsection (a) of this section, for which the Secretary of such agency shall be exempt from compliance with the provisions of §§ 178 et seq. of this title, known as the 'Public Structure and Highway Naming Commission Act', to the effect and for the purposes of carrying out the designation directed under subsection (a) of this section.
