(a) The Sabana Abajo public housing project in the Municipality of Carolina is hereby designated with the name 'Dr. José Celso Barbosa'.(b) The Department of Housing is hereby directed to change the name of the Sabana Abajo Public Housing Project to 'Dr. José Celso Barbosa', and to use such name in all the documents of said Department.(c) The Public Structure and Highway Naming Commission of the Government of Puerto Rico shall take the necessary measures to enforce the provisions of this section, without being subject to the provisions of §§ 178 et seq. of this title.
