Any person desiring to erect any structure or building, or to increase the height of any structure or building, or to allow any object of natural growth to grow higher, or to use his property in any other way in a manner contrary to the provisions of this chapter and to the airport zone regulations approved under this chapter, may request of the Planning Board a change in the regulations in question. Such change shall be granted whenever an application or literal execution of the regulations proves to be a practical difficulty or unnecessarily burdensome, and the remedy sought is not counter to the public interest, but makes substantial justice, and it is in accordance with the spirit of the regulations and of this chapter; Provided, That any change may be granted subject to any reasonable condition which the Planning Board deems requisite for the effectuation of the purposes of this chapter.
