Every natural or juridical person violating the provisions of this chapter or of any regulation, plan, or map adopted and approved in accordance with same, shall be guilty of a misdemeanor and shall, upon conviction thereof, be punished by a fine of not more than five hundred dollars ($500), or by imprisonment in jail for a period of not more than six (6) months, or by both penalties, in the discretion of the court.The Police of Puerto Rico or any official of the Permit Management Office, or of the Puerto Rico Planning Board, or of the Department of Transportation and Public Works, and of the Board on Environmental Quality may file the proper complaint and, at the request of the Permit Management Office, or at the proper request of the Planning Board shall enjoin such violation through a writ of injunction or through any other adequate writ or proceeding in any court of competent jurisdiction.
