The Economic Development Administration is hereby empowered and authorized to appoint and enter into contracts with the necessary officers, technicians and employees for the operation of the Industrial Laboratory maintained by said Administration in connection with the functions of industrial research of Puerto Rico under section II of Reorganization Plan No. 10 of 1950, which became effective July 1, 1950; Provided, That said personnel shall be appointed without regard to Act No. 345 of May 12, 1947, creating the Personnel Office.
