All those funds available by virtue of Joint Resolution No. 38 of May 25, 1973, which are in possession of the Director of the Puerto Rico Quality Control Program of the Economic Development Administration on the date this act takes effect shall be transferred to the Center. The Administrative Unit created by virtue of said resolution is hereby expressly abolished, all its functions being transferred to the Puerto Rico Quality Control Center.
