For the purposes of §§ 248n-248t of this title, the term 'Puerto Rican industry' shall be interpreted as any industry which operates, or that proposes to operate with a substantial investment of capital, as determined by regulation, generated or funded by Puerto Ricans, or bona fide residents of Puerto Rico.
