(a) A Fund for Securing Loans to Eligible Businesses in Puerto Rico is hereby created, attached to the Commercial Development Company of Puerto Rico, which shall have as its primary purpose the promotion of the development of Puerto Rico’s economy, by making financing available to eligible businesses and enterprises by securing loans for diverse uses.(b) The debts, obligations, contracts, notes, receipts, expenses, accounts, funds, enterprises and properties of the Fund shall be its sole responsibility, and not that of the Commercial Development Company or of the Commonwealth of Puerto Rico, its agencies, instrumentalities and other public corporations.
