All real and personal property or interests therein necessary to carry out the purposes of this chapter are declared of public utility, also every work or project carried out by the Administration, and said real and personal property or any less estate or interest therein may be condemned without the previous declaration of public utility provided in §§ 2901—2913 of Title 32 either by condemnation proceedings instituted by the Commonwealth of Puerto Rico, or directly by the Administration.
