The Commission shall appoint or hire all necessary personnel to assist in complying and executing each and every one of the powers, duties and obligations established in this chapter. These employees shall not be active harbor pilots, or former pilots, nor ship owners or former ship owners, or members of the Commission. These persons shall be authorized to fulfill and execute all the duties and obligations and the work that is assigned to them by the Commission. Except as otherwise provided in this chapter, the Commission shall provide all legal assistance needed to execute the stipulations of this chapter.
