The Commission shall determine the number of harbor pilots for each port and shall issue the licenses and certificates it deems necessary based on the demand for pilotage services, to watch over the public interest of maintaining efficient and safe pilotage services. Based on the financial situation of the ports, the Commission shall adopt rules authorizing the transfer of harbor pilots by applying the seniority system.
