The Executive Director of the Ports Authority, or any employee of the Ports Authority assigned by him specially to the protection of life and property in an airport, is hereby authorized and empowered to:(a) Arrest within the limits of an airport and in compliance with a warrant of arrest delivered to him for the purpose, any person accused of committing any violation of the laws of Puerto Rico, or of any rule or regulations adopted hereunder.(b) Arrest without a warrant of arrest any person committing in his presence, within the limits of an airport, a violation of the laws of Puerto Rico, or of any rule or regulation adopted hereunder.(c) Arrest without a warrant of arrest, within the limits of the airport, any person he may have reasonable grounds to believe has committed a felony within the limits of the airport.
