Insofar as the provisions of this chapter are inconsistent with the provisions of any other act of the Legislature the provisions of this chapter shall be controlling and no law heretofore or hereafter enacted to govern the administration of the Commonwealth or any parts, offices, bureaus, departments, commissions, dependencies, municipalities, branches, agents, officers, or employees thereof, shall be construed to apply to the Port Commission unless so specifically provided, but the affairs and business of the Port Commission shall be administered as provided in this chapter; Provided, however, That any or all the permanent employees of the Port Commission may, by resolution approved by its Board of Commissioners, partly or totally join the Employees Retirement System of the Commonwealth Government of Puerto Rico and its instrumentalities, created by §§ 761—788 of Title 3.
