The Corporation shall submit its budget annually to the Legislature of Puerto Rico, through the Office of Management and Budget, pursuant to the provisions of §§ 101 et seq. of this title, known as the 'Office of Management and Budget Organic Act'.All administrative funds of the Corporation shall be deposited in recognized banking entities located in the Commonwealth of Puerto Rico. The accounts shall be opened in the name of the Corporation, and the disbursements shall be made pursuant to the standards and regulations adopted to such effects by the board of directors.All documents that involve or include obligations or disbursements chargeable to the funds appropriated to the corporation shall bear the signature of the executive director.
