The Government of the Commonwealth of Puerto Rico, its agencies, instrumentalities, and public corporations or of the municipal governments shall cede the use of their properties, at no cost, for the purposes of filming documentaries, advertisements, feature films and short films for commercial movies. To these ends, the Board of Directors shall establish by regulations the procedures through which said cessions shall be made, under reasonable terms and conditions. Provided, further that the regulations shall provide that in cases of historical monuments the Institute of Puerto Rican Culture shall be consulted. Upon authorization for using such properties, a public responsibility policy shall be required to cover any expenses for damages that may be caused to the property in which the filming is made.
