The sum of three hundred thousand dollars ($300,000) is hereby appropriated from unencumbered funds in the Commonwealth Treasury to the Department of Transportation and Public Works to carry out the purposes of §§ 651—659 of this title. The Department of Transportation and Public Works shall, with the approval of the Governor, place at the disposal of the Commission hereby created so much of said sum as may be necessary to meet administrative expenses.
