All employees affected by the transfer provided by §§ 692m—692t of this title shall be guaranteed their vested rights under applicable personnel laws and regulations as well as the rights, obligations and conditions with respect to any retirement, pension, savings and loan fund or systems to which the employees may be affiliated or subscribed upon the approval of this act.
