It is the public policy of the Commonwealth of Puerto Rico to transform the Rafael Hernández Airport into a second international airport, for which the mayor and the agencies thus consulted under § 692s of this title shall see that the future uses given to the transferred properties are not incompatible and, to the extent possible, are complementary to said public policy.
