No business that is enjoying or has enjoyed the benefits of this chapter shall be eligible to avail itself of its benefits again, except when the Governor determines, upon the recommendation by the Executive Director of Tourism, the Economic Development Administrator and the Secretary of the Treasury, that the particular operation is in the best economic and social interests of Puerto Rico in view of the nature of the facilities, the number of jobs, the total payroll, the amount invested, the location of the project, or other factors that, in his judgment, warrant such determination.The Governor will exercise his authority to determine under what conditions the benefits of this chapter shall be granted anew, and may, within its terms, limit its term and/or the percent of the exemption, and/or the taxes to be exempted, and/or the credits and/or deductions that will be applicable, and may condition its operations and the number of jobs as needed.
