(a) There is hereby created the Economic Stabilization Administration, which shall be under the direction of an Administrator, who shall be appointed by the Governor of Puerto Rico with the advice and consent of the Senate.(b) The Administrator may appoint a Subadministrator who shall substitute for him in case of absence, sickness or resignation and shall perform such duties as are assigned to him by the Administrator.
