There are hereby transferred to the Economic Stabilization Administration all the functions, powers and duties of the former General Supplies Administration and which were transferred to the Secretary of Agriculture and Commerce through Reorganization Plan No. 13 of 1950. The said functions, powers and duties shall be exercised by the Economic Stabilization Administrator pursuant to the provisions of §§ 731—745 of this title. Violations of the orders, rules and regulations issued by the Economic Stabilization Administrator shall be punished in the manner provided by §§ 731—745 of this title.
