The Department of Consumer Affairs may recruit, chargeable to the basic article fund, any person, including former employees of said Department, to perform functions needed during the time of emergency, thus declared by the Governor of Puerto Rico, pursuant to the provisions of §§ 172 et seq. of Title 25. In the event that said Department recruits a person receiving the benefits of retirement of the Commonwealth of Puerto Rico, the benefits of said retirement shall not be affected for the person thus contracted.
