The three (3) Branches of the Government of Puerto Rico, including public corporations and municipalities, may transfer temporarily, by assignment, any employee to render services to the Department of Consumer Affairs to perform functions needed on occasion of any emergency of those contemplated in this chapter. All employment benefits, including salary and fringe benefits, shall be retained by the assigned employees and shall be paid and met by the agency by which they are employed.
