The Department of Consumer Affairs is hereby authorized to take money on a loan and to obtain lines of credit of the Government Development Bank for Puerto Rico, a government instrumentality created under §§ 551 et seq. of Title 7, to finance the efforts of the Department of Consumer Affairs in the cases of emergency contemplated in this chapter. This financing shall be in the amount and under the terms and conditions that the Government Development Bank for Puerto Rico deems necessary and convenient for the purposes provided for in this chapter.
