All agencies of the Executive Branch are hereby authorized, after authorization from the Office of Management and Budget, as well as the public corporations and the municipalities, to transfer funds to the Basic Article Fund for the purposes of enforcing §§ 731—745 of this title, in relation to any emergency of those contemplated in this chapter.
