No person shall engage in the operation of a public parking area without having previously obtained a license therefor issued by the Secretary. The maximum rates set by the Secretary, through regulation thereof, shall be collected after the holding of a hearing, if necessary in his judgment to establish their effectiveness. Copy of the pertinent data on the license and insurance or bond shall be kept in a visible place of the parking area available for inspection by the public.
