Within the ten (10) days following the issuance of any regulations or order fixing or establishing rates or minimum securities standards, or refusing or suspending a license, or of a resolution imposing any responsibility or penalty, any person directly subject to the provisions of said regulation, order or resolution, may file a petition for reconsideration, specifying his objections to any of such provisions.
