The Secretary shall issue all the regulations he deems pertinent to enforce the provisions of §§ 805—821 of this title. If necessary, he shall call a public hearing prior to submitting the same for approval. In case it is deemed pertinent to hold said public hearing, he shall issue a call therefor at least ten (10) days in advance of the date of the hearing, in a newspaper of general circulation in Puerto Rico.
