The Administrator is hereby authorized to subpoena witnesses for appearance and for the production of books and documents, when necessary. To compel said appearance and the production of books and documents, the Administrator may call upon the assistance of the Court of First Instance. Said court, after just cause being shown, shall order any person to appear before the Administrator to testify and to produce documents. Noncompliance of the order of the court may be punished by the latter as contempt of court. Any person who refuses or fails to appear or to produce books and documents if in his power to do so, in compliance with a subpoena, shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not more than one thousand dollars ($1,000) or by imprisonment in jail for a term of not more than one (1) year or both penalties in the discretion of the court.
