In cases of violations to the provisions of this chapter or of any approved regulation, order or resolution, ruled or issued by virtue thereof, the Secretary is hereby authorized to impose and collect administrative fines; Provided, That the administrative fine shall not exceed ten thousand dollars ($10,000) for each violation and that the payment for said fine shall impede the criminal procedure. Each violation incurred shall be considered as a separate violation. The sums of money collected from such fines shall be covered into the funds of the Department of Consumer Affairs to strengthen the resources available to the Department for the protection of consumers.
