When in the judgment of the Administrator, any person has incurred or is about to incur in an act or practice which constitutes a violation of any provision of this chapter or of a regulation, resolution or order issued by the Administrator, said Administrator may request of a competent court an order preventing the commission or continuation of such acts or practice or of an injunction to compel the compliance with said provision and upon the previous demonstration by the Administrator in the sense that said person has incurred or is about to incur said violation, the court shall issue free of bond, a temporary or permanent writ of injunction, as requested.
