1132

(a) That a constant and stable flow of the supply of gasoline needed for the normal functioning of our economy and for the continuous development of our activities as a people is maintained in Puerto Rico.\n(b) That the prevalence of the commercial practices and contractual relationships most appropriate for free and wholesome competition be established and guaranteed in the gasoline industry, keeping the doors open to the broadest participation of new competitors at all levels of the industry.\n(c) That mechanisms be established that will allow our government to keep alert and well-informed of all the trends and developments within the gasoline market so that it may take the measures needed to implement the purposes of §§ 1131—1135 of this title as expeditiously as possible.\n(d) That the construction and establishment of retail sales service stations for gasoline and/or special fuels are executed within strict integral planning criteria, in such a way that an adequate balance is kept which will avoid the unreasonable proliferation thereof in the various geographic areas at all times.\n(e) That the transportation, conveyance and delivery of gasoline and/or special fuels in
