Every person who illegally obstructs navigation or marine trade in navigable waters of Puerto Rico, or in its harbors or docks, or who violates any of the provisions or the rules or regulations approved and promulgated by the Administrator to regulate navigation or marine trade in said waters, docks or harbors, shall incur, for each violation, in a misdemeanor, punishable as provided in § 2801 of this title. In those cases the only defense which shall be permitted is that the violation was due to an inevitable act or omission in spite of the proper care used to avoid such happenings.\nHistory —June 28, 1968, No. 151, p. 459, § 3, art. 3.02, eff. 90 days after June 28, 1968.
