The Authority may only issue pilot licenses to natural persons, citizens of the United States, of age, and of good repute who have the adequate knowledge for the sailing of any kind of vessel, of the rules and regulations in force or approved and promulgated by the Administrator under sections 2301 and 2402 of this title, and of the tides, anchorages and peculiarities of the port or ports for which license has been issued.
