The owner of every merchandise and his agent shall be jointly responsible for the payment of every indebted sum on the merchandise under the provisions of this chapter. The judicial claim for the indebted sum on any merchandise unloaded in Puerto Rico and lifted from the dock shall constitute a lien on the merchandise with preference over any other except for taxes.
