The purposes for which the Authority is created and for which it shall exercise its powers are of a public nature for the benefit of the People of Puerto Rico, and the exercise of the powers conferred by this chapter constitutes the compliance of essential government functions. Every work, project, enterprise and property and their accessories that the Authority deems necessary or convenient to use in order to carry out the purposes of this chapter, are hereby declared of public usefulness.\nHistory —Jan. 1, 2000, No. 1, § 13.
