The provisions of this chapter shall be liberally construed for the purpose of promoting the public policy set forth in the Statement of Motives and for all other purposes provided herein, including the establishment of film development zones through Puerto Rico to promote free competition of the industry. This chapter shall apply to all actions by a grantee that meets the requirements thereof. Nothing provided herein shall impair the development of film projects or infrastructure projects that do not meet the requirements of this chapter, but rather, the project and the persons owning, investing, or promoting such project shall not be entitled to enjoy the benefits granted by the chapter.
