(a) Any grantee or applicant for a grant or person attempting to transfer a grant or person to whom the grant is to be transferred, adversely affected or injured by any action of the Secretary of Development imposing a fine, awarding or denying an application for a grant, awarding or denying a request for reconsideration pursuant to § 11008(a) of this title hereof, revoking or modifying a grant, or denying a transfer of a grant, shall be entitled to request review of the action of the Secretary of Development before the Court of Appeals within thirty (30) days as of the date of notice of the determination of the Secretary of Development.
