11008c

(a) The Secretary of Development shall establish, in consultation with the Secretary of the Treasury, through regulations or circular letter, the guidelines for the interpretation and implementation of this chapter. Said regulations shall be subject to the provisions of §§ 2101 et seq. of Title 3, known as the 'Uniform Administrative Procedures Act of Puerto Rico'. Until the regulations authorized by this chapter have been issued, the provisions of this chapter shall be self-executing and shall not depend on the approval of the regulations. The provisions of § 11008 of this title with respect to grant noncompliance, revocation, and modification fines shall not be self-executing until such regulations have been approved.(b) The circular letters issued in accordance with the provisions of this chapter shall bear the signature of the Secretary of Development, the date of approval, and the legal basis, and shall be published on the Webpage of the Motion Picture Corporation.
