The purpose of this subchapter is to facilitate and incentivize the process to establish new businesses and extend existing ones by rendering our Permit System swifter, more efficient, and reliable. This shall allow both the private sector and the Government to attain their job-creation goals, without overlooking the constitutional duty to oversee the protection of our valuable natural resources. Likewise, the provisions of this subchapter ensure the protection of the public interest by promoting the construction of structures that meet the strictest, most rigorous, and innovative design and construction standards.
