The integral development of the Cantera Peninsula shall be based on an integral development plan whose purpose shall be to improve the general quality of life of present and future residents of the area through their education and training; the creation of jobs, and business, commercial and industrial opportunities for its inhabitants, and to rebuild and consolidate the urban texture within the parcelled space as well as the public space in order to improve their infrastructure, recreational facilities and housing, and thus propitiate the achievement of social and economic objectives.\nHistory —July 10, 1992, No. 20, § 3.
