Bonds issued by the Corporation shall not constitute a debt of the Commonwealth of Puerto Rico or any of its political subdivisions, nor shall the Commonwealth of Puerto Rico or any of its political subdivisions be liable therefor, and such bonds shall only be payable from funds that have been encumbered for their payment, unless the Commonwealth or any of its public agencies otherwise participate as guarantors.\nHistory —Sept. 24, 2004, No. 489, § 32.
