Only cruise ship owners and operators, entities engaged in the sale of travel deals established in Puerto Rico or abroad, and organizations authorized by the Puerto Rico Tourism Company to collect passengers at piers, as the case may be, shall be entitled to apply for the incentives provided in this chapter; Provided, That the agencies or agents thereof in Puerto Rico shall have the authority to apply for, transact, and receive such benefits as a result of the business relationship with those they represent.
