The Planning Board shall instruct the Regulations and Permits Administration to give priority to any initiative from the public or private sector for the development of medical tourism infrastructure, facilities, or premises when granting construction permits, according to the parameters for the same. In case of a public emergency, the state may request that the Board examine and issue the necessary permits according to the law to carry out any urgent public work related to medical tourism infrastructure, facilities, and premises. In case that the Governor declares an emergency, the state’s agencies may overlook the provisions of this chapter when granting permits, certifications, and licenses related to medical tourism infrastructure, facilities, and premises.
