The Planning Board, in coordination with the Department of Agriculture, shall identify the title holders of the public and private lands located within the Valle de Lajas, in order to expedite the territorial organization and the approval of the special zoning resolution thereof.\nThe government agencies that hold title to lands with agricultural potential located within the geographic boundaries of the Lajas Valley, except the Agricultural Sciences College of the University of Puerto Rico, shall transfer the lands they own under gratuitous title to the Land Authority.
