The Secretary of the Department of Agriculture is hereby empowered to enter into agreements with other Commonwealth and federal government agencies as well as non-governmental organizations for the study, administration and management of the Lajas Valley.\nThe Secretary of Agriculture is likewise empowered to establish the regulations needed to execute the duties and functions imposed by this act.
