The mission of the State is, in modern society, to provide citizens with tools and opportunities that allow them to attain the highest quality of life. Areas such as housing, security, the development of small- and medium-sized business, and job creation, among others, are essential elements to achieve such goal.\nIt is hereby declared to be the public policy of the Commonwealth of Puerto Rico the establishment of a mechanism, such as the one provided for in this chapter, that gathers in an orderly and well-planned manner, on a single multi-layer map, information that is critical for an adequate urban, rural, economic, and social planning, as well as for meeting the different demands and challenges of the 21 st century society.\nHistory —Nov. 10, 2014, No. 184, § 1.01.
