The Management Office shall be exempted from the application of the provisions of §§ 931 et seq. of Title 3, known as the 'General Services Administration Act'. In compliance with the provisions of this chapter, the Management Office shall establish by regulation to that effect, its own system to procure supplies and ancillary services, within norms that assure sound fiscal management, economy and efficiency. Goods and services shall be preferentially acquired from manufacturing plants or professional firms in Puerto Rico, for which §§ 930 et seq. of Title 3, shall be applied, as well as regulations and programs that seek the inclusion of local enterprises.
